The Colinas Group, Inc., is an employee-owned engineering and environmental consulting firm founded in Lakeland, Florida in April 1998 by Mark R. Stephens, P.G., P.E., and Charles S. Freed, P.E.. TCG has offices in Lakeland, Orlando, and Sarasota and is incorporated under the laws of the State of Florida. TCG provides an array of comprehensive environmental and civil engineering consulting services. We provide these services in a cost effective, timely manner by our licensed professionals, each of which have provided these services for more than 30 years.

A personal, common sense approach that provides innovative solutions is the hallmark of the TCG professionals. Each maintains a good rapport with regulatory agencies and TCG’s professional staff has developed an excellent reputation in the fields of civil engineering, hydrogeology, geology, hydrology, and environmental engineering.

TCG combines engineering and scientific disciplines, along with common sense and a practical approach, to develop cost-effective solutions that are accepted by industry and federal, state and local environmental regulatory agencies. The scientific and engineering disciplines provided by TCG include environmental consulting, hydrogeology, geology, hydrology, and civil engineering.

Our Team

MARK R. STEPHENS, P.G., P.E.

Mr. Stephens is a Principal Consultant with TCG and is the President and co-founder. He has practiced environmental consulting for 50 years. Mr. Stephens is a registered Professional Geologist and a registered Professional Engineer. He has a B.S. degree in Geology and an M.S. degree in Geology/Water Resources. Mr. Stephens’ areas of expertise include:

mine planning and permitting
contamination assessment and remedial engineering
water supply investigation/ permitting
solid waste permitting
wastewater disposal system design/permitting
underground injection for wastewater disposal
Consultation, litigation support and expert testimony

ROBERT OROS, P.G.

Mr. Oros is a Principal Consultant with TCG and is a co-owner. He is a registered professional geologist with 47 years of experience in environmental consulting. Mr. Oros has a B.S. and an M.S. in geology. Mr. Oros’ professional expertise includes:

JOHN M. GARBADE, P.G.

Mr. Garbade is a Principal Consultant with TCG and is a co-owner. He is a registered professional geologist with 45 years of experience. Mr. Garbade has B.A. in Geology from the University of South Florida. Mr. Garbade’s professional expertise includes:

MATT D. MOUNCEY, LEP

Mr. Mouncey is a Principal Consultant with TCG and co-owner. He is an licensed environmental professional with 30 years of experience. Mr. Mouncey has a B.A. in Geography from the University of South Florida. Mr. Mouncey’s professional expertise includes:

greenfield mine development

DENNIS MCCLELLAND

Mr. McClelland is a Principal Consultant with TCG with 49 years of experience. Mr. McClelland has a BA in Business Administration from Emory and henry College and holds various certificates in management, finance, human resources and leadership in the mining industry.

WILLIAM THOMPSON, PE

William Thompson, PE has joined the team as a Senior Engineer. In this role William will support our Engineering Group utilizing his background in surface and underground mining operations throughout the US.

Prior to joining The Colinas Group William served for a decade with Lhoist North America completing his time there as a Senior Mining Engineer where he focused on mine design development and plans for greenfield, brownfield and expansion projects. As he transitioned into consulting William broadened his expertise to include providing expert testimony in federal tax court on mine design feasibility, showcasing his deep understanding of the mining industry and regulatory requirements.

William holds a Bachelor of Science in Mining from the Missouri University of Science and Technology. He is also a Registered Professional Engineer, affirming his qualifications and commitment to the engineering profession.
